More than six weeks after the Arctic storm took down at least 18 of the state’s 30 refineries, and almost 5 million barrels a day of crude-processing capacity, two of the plants still haven’t restored operations. But at a number of sites, equipment ranging from fluid catalytic crackers to crude units are still struggling. It’s an old story: Refineries don’t respond well to being restarted after unplanned total shutdowns, be it from winter storms, hurricanes or flooding.

Brazos Electric Power Cooperative filed for Chapter 11 in the Texas after racking up an estimated $2.1 billion in charges over seven days of the freeze. The data will quantify the estimated greenhouse gas emissions from wellhead to delivery point for LNG cargoes produced at Cheniere’s Sabine Pass export terminal in Louisiana and its Corpus Christi terminal in Texas, the company said Wednesday in a statement. Suppliers of the fuel are under increasing pressure from investors and environmental groups to disclose emissions. Earlier this month, Chevron Corp. signed a long-term supply deal with Singapore’s Pavilion Energy Pte that details each cargo’s carbon footprint.

Futures in New York climbed as much as 1.4%, wiping out an earlier loss. The American Petroleum Institute reported crude inventories increased by 1.03 million barrels last week, though stockpiles at a key European storage hub are at their lowest level since September, according to Genscape. The structure of the futures curve continues to indicate tighter supply.
