Impressive Co-op Emporium s new life as Blackburn Library

Blackburn Library under construction, 1974 The hoardings went up and Town Hall Street was closed off as Blackburn’s new library was taking shape in 1974. The previous year Blackburn Council had acquired the former Co-op Emporium which, at one time, offered four floors for shoppers complete with cafe.
