Carl Boards II, 42, is also alleged to have video called his parents and girlfriend while fleeing the scene where he had shot Officer Noah Shahnavaz before he had even got out of his patrol car.
Carl Roy Webb Boards II is accused of shooting Elwood Police Officer Noah Shahnavaz during a traffic stop over the weekend, then fleeing police for miles.
“Our criminal justice system is clearly broken. It is nearly impossible to believe that someone can attempt murder on Monday and walk out of jail on Wednesday,” the mayor said.
