GLENWOOD, Ark, (AP) A southwest Arkansas mayor has been charged with felony theft and abuse of office, according to state Attorney General Leslie Rutledge. Glenwood Mayor Billy T. Smith of Glenwood used about $4,000 in leftover asphalt millings from a highway resurfacing project to resurface his and his son-in-law’s private driveways, Rutledge said in a statement.
