Enforcement priorities would result in only moderate reductions in overall removals. Would that make any difference if the president extended the guidance to cdp . Yeah, you know, and modest is so modest is not a very precise word, i think its not hard to describe a scenario where you could see removals go down by 10 or 15 or maybe 20 , or some of the scenarios that we described. But, certainly you know, cdp has as we described in our last report, theres been a sea change in how cdp does enforcement, just over the last less than 10 years, from mostly voluntary returns to overwhelmingly formal removals. So if what youre talking about specifically is reducing formal removals. You could reduce that substantially if you decided well go back to an era where youre going to violence tearily return most people. Which you may or may not tie to enforcement priorities, but having said that, the data do suggest that the great majority of people that cdp and prehengds, they apprehend within three d
Thats one of the areas in which they had the least support, and theyve gotten the least insight. Theyre struggling with, how do i deal with whose kids native language is not english. That is a weak zone ive seen in my reporting. Not to mention kids with special needs. Kids far behind academically. Absolutely. Chris, is this your experience as well . Yeah. Its my experience with whatever state standards weve had in the past as well. I do think that we have a real challenge as a condition tri about what do we do with kids that are below grade level, our current testing structure tests at grade level. So how do we make sure were scaffolding so children can advance and were measuring growth, not just as part of our accountability system. I think these are all things that need to be looked at by states to make sure that special needs students and kids who are behind academically get there. I think we have time for one more question from the crowd. I think well go right here to the front. Sa
And of the 181 waivers granted by this Committee Last congress, 175 of them were republicans. Thats 97 republicans. Three 3 democrats. Again in the last congress, democrats had to abide by the rules. The republicans did not. I have an amendment to try to eliminate big tax breaks for big oil companies. And every time ive tried to get a vote on it, on an energy bill ive been told, sorry the tax rule says you can only do this you can only do that on a tax bill. Then when i offer it on a tax bill, sorry. Its a farce. And i think the majority is hiding behind the rules to keep members from voting on anything you dont like. I have an Old Fashioned definition of rules. I was taught when you have rules youre supposed to follow them. And given the number of waivers that this committee has provided to get around the rules, i think we taught to be transparent about that. My hope is, the same with the previous amendment, if youre required to report these things then maybe you might think twice abo
And so basically, my opinion ill conclude that we dont need tar sands because of the Carbon Pollution that comes from it. We have our own sources of oil. Were using less oil because our cars are more efficient. The pipeline isnt going to help lower gas prices or enhance our Global Security or fight Climate Change. For all these reasons i oppose the bill and request that the committee grant an open rule allowing amendments to be offered, at a minimum. Thank you. Thank you very much. I appreciate your consciousness, not only being here and taking time to be a witness today, but also it is good to see be. I hope youre going to have a good new year. You too. Mr. Kramer welcome. Previously when youve been with us youve been on the resources committee. I dont know if you still are, but you are also a member now of the energy and commerce committee. I am. Thank you, mr. Chairman. I am the prime sponsor of the bill. That was what i was going to say. Were delighted that youre here. The gentlema
