Colorado officials arrested the suspect in a rural shooting that left three people dead and another one injured over what was allegedly a property dispute.
"This is a major problem island-wide. A lot of parents call our office and are concerned," said Councilmember Tyler Dos Santos-Tam, who introduced the bill.
