rules packages typically get no attention in congress, but here we are. so why is this being mentioned and what s in this package? reporter: it is a lot different this time around, jose, in part because in order to win over the right wing of the republican party and the house of representatives, kevin mccarthy was forced to make a lot of concessions, many of which are going to be part of this rules package that s voted on later today. the most obvious example being this provision that would allow any member of congress to call for a vote to remove the speaker of the house and obviously with something that was mccarthy initially was not in favor of but then was kind of worn down by these consecutives and it s going to be adopted as part of the rules package tonight. a lot of other concessions that mccarthy made are being worked out in the steering committee meetings which is happening just down the hall from where i am right now. this is where they re going to feel out some of the key

case. listen, there s a sense against republicans that they need to make a point. i think the leadership is arguing that this is not the time to make a point. if they don t get this rules package passed, mccarthy s speakership is in doubt and they can t begin the work of the house of representatives. i think they re going to pass this. this is going to be one of the big reoccurring themes in the house republican majority whether moderates are going to take a stand on issues whether they don t agree with conservatives on, abortion, immigration policy, the debt ceiling. all of this is going to be the subject of hot debate in republican circles for the next two years. i m just wondering, this is something that you, of course, dealt with in your past. with republicans angling to vote on bills that will tighten abortion restrictions, potential defense spending cuts, as well as slashes to social programs. how do you think that these

issues are going to be dealt with both in the conference and throughout our country in this new era? yeah, jake makes a good point about moderates wanting to stand up for themselves and rarely doing so. i think you re going to see this congress start off with aggressive action. one of the things i m concerned about is not necessarily what s in this rules package, i am concerned about that. it s some of the promises that kevin mccarthy had to make that go beyond what s in the rules. things that have to do with cutting spending, the debt limit, these are things that he s not just necessarily promising. he seems to be promising he s talking about huge dramatic cuts to spending. he s talking about a way that they re going to address the debt limit where i don t think they have the votes to do that in the house let alone get through the senate and through the white house. so i m just wondering, what happens at that point? and i don t want some of these deals are a little ambiguous. th
