Ste'fen Baulkman's blood alcohol content was nearly twice the legal limit when the car he was allegedly driving smashed into a house in Chicopee and caught fire, killing his 13-year-old brother and critically injuring the homeowner.
Ste'fen Baulkman, 19, had an open container of liquor in the car he was driving at 86 mph when he crashed into a house and killed his little brother on March 25, according to investigators.
