new york senators, chuck schumer and kirsten gillibrand, claim they have the votes to pass the bill before the end of this week. some republicans are onboard now that the bill is cut down by $1 billion, to $6.2 billion over two years. and they found a different way to fund it. senator schumer is very optimistic. the clock is winding down. but we believe we re on the verge of an 11th hour breakthrough. this has been a long process. it s like running a marathon. we ve had a lot of ups and a lot of downs. but now, the finish line is in sight. it s not a done deal. there may be, yet, unforeseen hurdles. but barring a setback, we believe we re on the path to victory by the end of this week. the house would have to pass a new version of the bill. and the senate has another matter to get to first. and it s a very big matter. and a controversial one, as well. a new nuclear arms reduction deal with russia, known as the s.t.a.r.t. streetty. senate republicans want to delay a vote u
