Uganda passes law that hands life sentence for sale of body parts

The Bill was brought to Parliament by Hon. Bernard Atiku and generated undivided support from Members of Parliament. The new law also criminalizes the possession of human parts and their use in medicine for sale or for personal use. A person convicted for the offense faces life imprisonment. Under the Bill, any person who spreads belief in human sacrifice for financial gain, encourages anyone to use a human body in any ritual, on conviction will also receive a life sentence. The issue of human sacrifice needed a special section in the law because it was regarded as unique – given that it mostly involved the killing of children and involved their relatives.

Parliament passes Prevention and Prohibition of Human Sacrifice Bill, 2020

The speaker of parliament Rebecca Kadaga said that the bill is justice for the 12-year-old boy, Joseph Kasirye, who was a victim of human sacrifice by Kato Kajubi. She said, ‘‘with the passing of this bill, we can say that we have done just that for him.’’ The mover of the bill, Ayivu county MP Bernard Atiku has consistently told parliament that human sacrifice is a growing concern to law enforcement agencies, parents, child rights activists and the public with a need for stringent penalties. MPs David Bahati, Baba Diri among others expressed optimism that it will protect children especially the disabled who are a target of human sacrifice.

Death sentence proposed for individuals convicted of participating in human sacrifice

The Prevention and Prohibition of Human Sacrifice Bill, 2020 was presented for first reading by Ayivu County Member of Parliament, Bernard Atiku. The bill provides a unique legal frame work that criminalizes the act of human sacrifice which is not the case in the penal code Act, the penal code Act considers the act of human sacrifice as murder while this bill considers it a criminal offence that needs to be criminalized alone. Atiku is pushing this bill on grounds that despite the government effort to protect an individual’s right to life and degrading acts, ritual killings and human sacrifice practices are on the rise in Uganda with children being the common victims.
