Forest Service to publish final Berlaimont decision Friday

Pam Boyd/pboyd@vaildaily.com The Notice of Availability of the Final Environmental Impact Statement analyzing a proposal to allow improved access to the 680-acre Berlaimont Estates’ private inholding near Edwards will publish in the Federal Register on Friday. Publication of the Notice of Availability is an administrative step ahead of a final decision. A Final Record of Decision can be signed 30 days after the Notice of Availability is published in the Federal Register. The FEIS and draft Record of Decision were released to the public in September, initiating a 30-day objection period. The draft decision selected Alternative 2 in the Final Environmental Impact Statement, which keeps access across the forest on existing roads to minimize impacts to National Forest System lands. It meets the legal requirement under the Alaska National Interest Lands Conservation Act of 1980 to provide adequate access to the inholding.

Forest Service official upholds Berlaimont approval, directs staff to flesh out wildlife issues

Protesters march to a 2019 rally opposing the Berlaimont Estates development, proposed north of Edwards. This week the hearing officer who presided over a Jan. 7 objections hearing cited eight areas where additional information must be included in the draft decision to approve a road through USFS land to the Berlaimont site. Daily file photo The U.S. Forest Service hearing officer who presided over a Jan. 7 hearing objections meeting has upheld the Berlaimont Estates access road approval. But Tammy Angel, the Forest Service official who served as the objections hearing officer, also directed staff from the White River National Forest to flesh out its examination in eight specific areas before final action can proceed for the controversial project near Edwards.

No one was happy with the Berlaimont plan during Thursday s objection hearing

Daily file photo Nobody was happy with the Berlaimont plan during a virtual meeting on Thursday, but that was to be expected not only because of the controversial nature of the proposal but also because the session was a formal objections hearing. A staunch cadre of Berlaimont opponents lined up in front of their computer screens as the U.S. Forest Service reviewing officer for the project conducted the session. The Berlaimont Estates proposal calls for dividing a 680-acre property located north of Interstate 70 in the Edwards area an in-holding surrounded by U.S. Forest Service property into 19 parcels of 35 acres or more. Parcels of that size are exempt from county zoning review but the developers must access the site through U.S. Forest Service land, which set off the federal review process.
