MARTINSBURG â For lifelong Hedgesville resident Annie Otto, heartache and triumph in her own life fueled a passion for child safety as sheâs spent her lifetime ensuring children remain with their families when their parents are unable to care for them.
Admired for her passion, knowledge and deep love of helping children of all ages find peace and comfort in their home lives, however that may be, Otto hadnât always been on the forefront advocating for the rights of grandparents and the grandchildren they care for.
According to the mother of three, she spent much of her working career as the supervisor of transportation for the Berkeley County Board of Education, had obtained her associate degree from Hagerstown Junior College and was a certified veterans official.
