states, they are capping the medicaid program, 1.2 maryland residents are in that medicaid system including many of our seniors to get the long-term care needs. with the bill does is say we are going to cap the federal government exposure to medicaid, the burden is going to fall on the state. this is not a favor to the state, this is a shift of the burden from the federal government to the individuals, the people of our country, and to the states. jon: we are awaiting the white house briefing from sarah huckabee sanders. we are also hearing from nancy pelosi, who has been quite vociferous in her opposition to this health care bill. there is a lot of partisan rancor on capitol hill these days. but there is bipartisan agreement on something that you have been very involved with, senator . sanctions, legislation i should say against iran and russia, we are going to talk to you more about that in just a moment.
more certainly to come this year. julie: thank you. jon: senate majority leader mitch mcconnell will release the details on the g.o.p. plan to replace obamacare, asking democrats to help him. when legislation does come to the floor, it will present senate democrats with another opportunity to do what is right for the american people. if they can choose to keep standing by as their failing law continues to collapse and hurt more americans but i hope they will join us instead to bring the relief to the families who have struggled under obamacare for far too long. jon: how are democrats reacting to the g.o.p. bill? senator ben carton joins us next to talk about that, he will also give us information on a sanctions bill aimed at iran and russia.
find out who those people are and punish them. reporter: that is a strong condemn anywaying of the leaks that led to this story as any we ve heard here on capitol hill. senator graham told me this reminds him of the time president obama wanted to share classified intel about air targets in syria with russia. graham said he warned about it then and he warns about it now. melissa. melissa: are democrats alleging president trump broke the law with this? reporter: none that we ve spoken to. one of the most liberal lawmakers in the senate told me his concern is not that a law may have been broken but rather that intel coming from our partners overseas may be interrupted. so that is his concern as opposed to a law being broken. we all spoke to the top democrat, senator ben carton from maryland who laid out his concerns like this. it s extremely concerning. there s a reason why information
anything since that night that would clarify that in any way. melissa: ben carton is the top democrat on the senate foreign relations committee. sir, thank you for joining us. what do you think has to happen right now in order to make you feel confident that the russian investigation is complete? well, i think right now the integrity and the investigation is being questioned on the president firing of mr. comey. i think the most important thing right now is for the department of justice to establish credibility on the criminal investigation by appointing a special prosecutor. that will preserve the criminal investigation. of course, in congress, it just adds additional questions that need to be answered in regards to the russian probe. melissa: if a special counsel was appointed and went in, what would they have to say that would make you and other democrats satisfied that there hadn t been collusion between the trump campaign and russia. what specifically do you need to hear?
sean: obviously the president did change his point of view especially if you look at tweet from a number of years ago. not every military action is a full-fledged war here. i think the goal is very obvious to prevent to be further masked casualty of civilians it was clear for the present giving his statement tonight, we will replay that. this had an emotional impact on him because of the long suffering and the death of innocent men, women, and children that were targeting care. we have reactions coming in syria and tv calling this an act of aggression. if senators mccain, graham, marco rubio, tom cotten, bill nelson, bob corker all supporting the president action. democrats durbin, any further action would require scrutiny of congress, similar statement by senator ben carton. obviously this is a very different reaction and clearly a redline that actually means something, we ll get back to you in a few minutes, john roberts down at tamara lago tonight,
