A local council has taken the highly unusual step of imposing emergency spending controls, after saying its facing severe financial challenges. The move by Northamptonshire County Council means a ban on all new spending apart from whats used to protect vulnerable people. The councils conservative leader, heather smith, says the move is a result of rising demand for services and cuts in government funding. The italian Prime Minister has condemned a drive by shooting attack on african immigrants that left six people injured. Paolo gentiloni said hatred and violence would not be allowed to divide society. It happened here in the central italian city of macerata. All of the victims were african migrants. Hes believed to have been one of two men who were in the audi car. The other man was arrested. From hayes, ben ando reports. On the run.
