据北京住建委调查，事故项目建设单位北京华垣盛兴置业公司存在将一个单位工程发包给两个以上的施工单位的违法违规行为，北京市住建委依法对北京华垣盛兴置业有限公司进行了立案处罚，罚款金额合计737万元，并对该公司直接负责的主管人员和其他直接责任人员给予了罚款的行政处罚。应急管理部门对事发工程项目负责公司进行了处罚。施工总承包单位北京建工国际公司与结构劳务分包单位重庆圣华公司，对事故发生负有主要责任，予其52万元罚款的行政处罚。监理单位北京顺金盛公司，负重要责任，予其50万元罚款的行政处罚。并对三家公司的法人代表给予上一年年收入百分之四十罚款的行政处罚。另外，事发工程项目经理、安全主管、安全监理、专职安全生产管理人员等10人因涉嫌重大责任事故罪，被顺义区人民检察院批准逮捕。依�
