The man reportedly complained that Wheeler and Adams were not wearing face masks while dining.
The two had been inside the restaurant’s tent, and Wheeler explained to the man that masks are not required while eating, KOIN reported.
Recording with his cellphone, the man, who was maskless, then followed Wheeler to his car.
“I became imminently concerned for my personal safety,” Wheeler later told authorities, as detailed in the police report.
Wheeler told the man to back off, but he refused.

Former Portland Mayor Sam Adams may soon be returning to City Hall to serve in current Mayor Ted Wheeler’s administration.
The two men are in talks about a possible role for Adams in the mayor’s office as Wheeler begins his second term, according to people with direct knowledge of the conversations.
Wheeler has not made a formal offer to his predecessor, nor has the pair determined what the specific position for Adams might be. But Wheeler and some of his staff and advisers see an upside to a seasoned City Hall power broker, albeit one with baggage, joining his administration, the people with direct knowledge said.
