February 20, 2021 By Barrett Seaman The notice came just two days after New York State’s oft-extended pandemic moratorium on commercial evictions finally lapsed at the end of January. With more than $35,000 in unpaid back rent, Irvington’s popular Main Street café, The Black Cat, was notified by its landlord, KIN Properties of Boca Raton, Florida, that it must vacate the premises by the end of February that is, by the end of next week as of this writing. The café’s proprietress, Emily Feliciano, who had been trying to negotiate a restructuring of her $3,268.96 per month rent since the pandemic shut down so many businesses last March, resorted to the modern-day version of the tin cup: she launched a GoFundMe fundraising effort on the internet and laid out her financial predicament for all to see on the local Facebook page.

February 17, 2021 By Barrett Seaman– It is a given that there is not enough supply of COVID-19 vaccine to meet the demand. As Governor Cuomo continues to remind New Yorkers, there are ten million of us currently eligible to get a vaccine but only enough doses being delivered to the state to inoculate some 300,000 each week. As of President’s Day, according to the governor, 92% of the doses delivered to the state have been used. Beyond the two million residents fortunate enough to have received at least one dose, however, there is a sea of frustration born of bewilderment. All but two or three of the state’s designated vaccination sites continue to register “no appointments available,” and those that do are hundreds of miles from Westchester and more than a month away from delivery. Pharmacies are now getting shipments some directly from the federal government and some from the state, but in batches of 100 to 1,000 doses each that are snapped up in the blink of any eye. W

Tarrytown Police Reform Group Issues Draft Report - The Hudson Independent Community News -

January 12, 2021 By Barrett Seaman– Residents of Tarrytown are getting their first look at the findings and recommendations of the Police Reform and Reinvention Committee. The group was formed last summer in response to a mandate by New York Governor Andrew Cuomo that every community in the state review the practices of its police force. A draft report has been posted on the village web site, and the Board of Trustees will discuss the document at its Wednesday Jan. 13 meeting.   Body Cams Are Here Even as the village contemplates the 14 specific recommendations and five practical steps emerging from the report, the Police Department has already implemented the purchase and distribution of body cameras to officers. Starting this week, at least some officers will be issued Axon 3 Body Cameras that will record all interactions with the public. Eventually, all 34 Tarrytown officers will have them.
