26 past the hour. now to the shifting landscape for abortion rights. overnight, north carolina state lawmakers cleared the way for a 12-week abortion ban to take effect after overriding governor roy cooper s veto. the house has overridden the governor s veto and it becomes law. so notified. and as you heard, and as you saw, some demonstrators there heard yelling shame as others flocked just outside the state capitol in protest of the move. joining us now is nbc s shaquille brewster live from raleigh. also victoria francesco soto, the dean of the clinton school of public service, also an msnbc contributor. shaq, what was going to change for folks there and when does this ban take effect? reporter: well, it takes effect july 1st.
but this ban was put on hold by lower courts who said we are going to stop this from going into effect while the legal challenges weave their way through the courts. and then the trump administration went right to the supreme court asking the supreme court, no, let this transgender ban take effect. this is a matter of national security and military policy. we want this ban to go into effect while the challenges move forward. that s exactly what happened today. the supreme court saying the transgender ban can go into effect. it is notable all four of the liberal justices would not have allowed this transgender ban to go into effect while the appeals move forward. it was the five conservative justices of course, the newest justice brett kavanaugh voting to let the ban move forward to take effect. that s possibly not the end of the story. it could work its way through the courts. for now it will be in effect. another 5-4 decision along
