Vasif Tabilov’s official title for the last 27 years has been the chair of the Supreme Assembly of the Nakhchivan Autonomous Republic, Azerbaijan’s remote enclave sandwiched between Armenia, Turkey and Iran.
New documents and interviews provide evidence that, Turkish businessman Emin Uchar may have acted as a proxy for the family of autocrat Vasif Talibov, who ruled Nakhchivan for 27 years before resigning on December 21.
