According to her parents and doctor, the 4-year-old was born with a congenital heart defect, which the Centers for Disease Control and Prevention notes is the most common type of birth defect.In Arctura s case, her heart s tricuspid valve didn t form as it should, causing issues with blood flow through the heart.
