PUBLIC NOTICE STATE OF NORTH DAKOTA NOTICE OF COMMENT PERIOD AND PUBLIC HEARING HOME-AMERICAN RESCUE PLAN SUBSTANTIAL AMENDMENT TO THE 2021 ANNUAL ACTION PLAN North Dakota Housing Finance Agency (NDHFA) announces the availability of a HOME-American Rescue Plan (HOME-ARP) Allocation Plan, a substantial amendment to the state’s 2021 Annual Action Plan. HOME-ARP provided federal funding to address the continued impact of the COVID-19 pandemic on the economy, public health, state and local governments, individuals and businesses. In regard to the need for homelessness assistance and supportive services, HOME-ARP funds should prioritize activities that benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations. These four activities include: development and support of affordable housing, tenant-based rental assistance, provision of supportive services, and acquisition and development of non-congregate shelter units.
