“Right now, we haven't really had a solution or have been told the solution. It's basically, right now we cannot sell to anybody with just an ITIN number."
Garcia died from his injuries. A suspect, Lord Gabriel, got away in a four-door sedan.
Less than a day after the shooting, police in Tucson, Arizona, arrested Lord, also a 25-year old. The resident of Pittsburg, California, is now in a Pima County Jail cell, awaiting transport back to San Diego to be formally charged in Garcia’s death.
Family members told NBC 7 that Garcia was a peacekeeper, not a troublemaker. He was an up-and-coming artist and the father of a 5-year-old girl. Recent shootings have some living, working and visiting the Gaslamp Quarter concerned about their safety. NBC 7 s Dana Griffin heard from them.

“There was a big group of people. I guess an altercation went down,” witness Austin Arroyo said. “I heard four gunshots, and everybody started running. I saw a guy fall on the ground. I started running towards him.”

Police said a fight between two groups on Sunday night led to a shooting outside a Gaslamp bar. Austin Arroyo did chest compressions on the victim, who later died.
“Downtown San Diego, it’s gotten pretty wild within the past few months,” Arroyo said. “I think a lot more shootings coming out of here. I heard four gunshots. Everybody started running. A small guy fell on the ground; started running toward him. When I got up there, he had a gunshot through his neck.”
Minutes earlier, there was a drive-by shooting nearby. Luckily, no one was hurt in that incident.
