去年8月，宁波市住房和城乡建设局等五部门曾联合印发通知，在全市开展为期三个月的房地产市场专项整治，重点查处房地产开发企业和中介机构及相关从业人员的不正当经营行为。
根据本次整治的《工作方案》，
房地产开发企业的不正当经营行为共11大类，
包括未在预售住宅房源附近设置售楼处和样板房，禁止或变相禁止参观基础装修样板房；未取得商品房预售许可证向购房者收取认筹金、定金、预订款等费用的项目；向购房者收取的预订款额度超过购房人意向购买房屋以商业按揭贷款方式支付房款所需的首付款额度；以认购、预订、排号、发卡等方式向买受人收取或者变相收取定金、预订款等费用，借机抬高价格；收取除商品房价款、装修升级价款和车位（库）价款外的电商费、团购费、茶水费等其他费用，或者捆绑销售装修升级包；�
