the president of american action forum and the former director of the congressional budget office, and we have the law professor at washington and lee university who has been closely following the health care law. both have testified before congress. both know each other. it has a great start. let me just kind of get us off and running in the real life scenario. just an idea but let s say you worked 30 years for the police department in detroit. you re not old enough to collect medicare and you re at a place where you re retired. instead of us continuing to pay your health care, we re going to help subsidize you and you can move into the insurance exchanges until you reach medicare age. that s just sort of the premise they re working with. professor, you were quoted in the new york times and said that there s a potential big impact to that. in your opinion, what is the impact of this plan if it actually goes through? well, there would be a number of impacts. i think the most seriou
