acceptable? because when you talk about the issue especially when it comes from income of the issue is are you talking about mass incarceration? i m not talking about mass incarceration. i m talking about keeping people safe in communities. hold on one second, sir, i m going to come to you in a second. one second, okay? that is just a little bit of some of those things that happen at safety. that i think we need to look at. yes, ma am. i think what residents, whatever it is that residents want to see. i think it s what residents want to see. we can go across the border to our neighbors. why is it that they have us? they are poverty, they have why is it that they don t have an incarcerated way when it is committed to that in the community? and why is this
mad as hell about it. it is unacceptable in any community. the reality is we have this happening for a long time. and 198 people murdered in our city last year. i don t care where you live, it has gotten the attention it has gone now because it happened where it happened, because we had an incident at the national stadium, but this issue that is across our city, there are two too many times in washington, d.c., before the shooting happened, the officers, officers assigned in the third district, they recovered a firearm off of an individual on vermont, right before that, here 14th and irving street, after the sound of gunshots right up
the community, somebody brazenly fired shots in that community a gun was taken off the street and an illegal firearm was taken off the street, how do we hold them accountable? reporter: with individual shootings helping with the department and how do you catch that? we will do what we do, we will arrest people and lock them up, i m asking for the justice system to do their part in terms of making sure that these folks are held accountable. i m asking community members, join with me. if you are sick and tired of being sick and tired, join with me. my voice is only about one voice and i ve been saying this for a long time. i ve been in the city for 30 years and in this city all my life, but i have been in this police department for over 30 years. this is the same movement, when i was a boy growing up, the same movement, when are we going to do something different? and what different looks like which does not happen is accountability. people are not ready to have that conversation.
the community wants to help law enforcement to bring criminals to suggest justice, but how do you think a citizen feels when they go and they report a crime, the guy is locked up, and the citizen can lead the police department, that person is back on the street. that is very demoralizing. and i have to tell you, it is not the police department s fault. the police department can only make arrests, once they make arrests, the process in nevada rests with a prosecutor. and they are there in the district of columbia that is failing the citizens of the district of columbia. and that is the frustration that is on the mind of the chief of police. john: we talked about this 30, 40 minutes ago, but it bears repeating, the chairman of the d.c. police union said this about what is going on, for the past 18 months, the d.c. city council has legislated away
jurisdictions to keep hands out of the dash guns out of the hands of criminals, and part of the violence intervention period hoping to show strategies shown to reduce violence by as much as 60%. and taking advantage of the historic funding they have gotten through the rescue plan to bolster public safety. so the budget proposal would invest $59 million from the rescue plan to reduce crime and add a hundred new slots to the program and add $14 million for youth safety initiatives. we are seeing this and feeling this even in our community here and it s one of the city is that has focused on. as part of the collaborative, but in the last week or half or so, a 6-year-old girl was shot and killed, and nationals game had to be evacuated and then something last night where diners are diving for cover, so at what point will the residents reconsider the strategy?
