Members of the House of Representatives on Tuesday passed through Second Reading a bill that seeks to provide a legislative framework for handing over the process by the outgoing President and Vice President to democratically elected President and Vice President.
The private member sponsored by Hon. Kpam Sokpo, seeks to establish the Transition and Assumption of Office Committee consisting of the Secretary to the Government of the Federation (SGF) as chairman, with other members including Attorney General of the Federation, Permanent Secretaries of Federal Ministries of Internal Affairs, Foreign Affairs, Information.
Others are Inspector General of Police, Chief of Defence Staff, National Security Adviser (NSA) to the President, Chief of Staff to the President, Deputy Clerk to the National Assembly, Chief Registrar of the Supreme Court, six persons nominated by the President-elect from the six geopolitical zones, and Coordinator appointed under section 7 of the proposed bill
This now leaves the governorship office vacant for assumption by Ms Mwenda pending her swearing in later this week.
Speaking during the ceremony at the governor’s office in Nairobi, Mr Mutura said he now vacates the post after Ms Mwenda was last week sworn in as the substantive Nairobi County deputy governor, a development that affects his continued holding of the governor’s office.
He explained that his assumption of office on December 21 was based on Article 182 (5) of the Constitution because the county government lacked a substantive deputy governor who would have occupied the office thus putting him in charge albeit in an acting capacity.
The orders were granted by Justice Anthony Mrima. The case will be heard on January 28.
Kananu was handed the city s instruments of power by Nairobi Speaker Benson Mutura at an event held in Nairobi on Monday morning.
In her acceptance speech, Kananu said she was not a politician, and that she would strive to boost collaboration in the region.

Nyamira Deputy Governor Amos Nyaribo is set to replace Governor John Nyagarama. [File, Standard]
Nyamira Deputy Governor Amos Nyaribo is set to be sworn in as Nyamira governor to succeed John Nyagarama who died two weeks ago.
Nyaribo s swearing-in, according to the Assumption of Office Committee, will take place at around 11 am at Nyamira Primary School, the same place where he and Nyagarama were sworn into office after winning the 2017 General Election.
The ceremony will be attended by all elected leaders from Nyamira including MPs Joash Nyamoko (North Mugirango), Ben Momanyi (Borabu), Shadrack Mose (Kitutu Masaba) and Vincent Kemosi (West Mugirango), Senator Okong o Mogeni, Woman Rep Jerusha Momanyi and other leaders from Gusii region.

Nairobi County Assembly Speaker Benson Mutura has been sworn-in as the county’s acting Governor.
He was sworn at by Judge Jairus Ngaah, at City Hall, Nairobi.
Mutura said that his first order of business would be to bring back on track the delivery of crucial services that have stalled-due to lack of funds occasioned by the failure of former Governor Sonko to assent to the finance Bill.
He was to be sworn in last week but the event was postponed, after the presiding judge failed to show up on time.
As per the law, oath or affirmation of a governor shall be administered between 10.00 am and 2.00 pm.
