兰格钢铁研究中心主任王国清在接受《每日经济新闻(博客,微博)》记者采访时表示，电炉炼钢相比于转炉炼钢节省60%能源、40%新水，可减少排放废气86%、废水76%、废渣72%、固体排放物97%，有利于减少碳排放。 同时，王国清指出，使用废钢又会减少对铁矿石的需求，对中国资源保障有很大利好。“转炉炼钢是长流程，用废钢直接生产是短流程，通过长流程到短流程的改变，可以极大优化钢铁生产结构。” 中国再生资源回收利用协会秘书长潘永刚介绍，对钢铁行业，碳排放有减量趋势，每利用1吨废钢铁，平价可替代1吨多炼钢生铁，可节约0.4吨焦炭或者1吨原煤。 专家：应建严格明晰的回收体系 《规划》强调了三个重点任务，分别是构建资源循环型产业体系，提高资源利用效率；构建废旧物资循环利用体系，建设资源循环型社会；深化农业循环经
