Since the close of the 8th United Nations Congress adopted in 1990, state actors agreed on this basic principle that says, “All persons are entitled to call upon the assistance of a lawyer of their choice to protect and establish their rights and to defend them in all stages of criminal proceeding.”
The basic principle further places responsibility upon the government and the legal profession to ensure that everyone has access to counsel, regardless of means or background, to protect the right to equality before the law.
In adherence to this international obligation, Associate Justice Yussif Kaba, the chairman of the Judicial Inquiry Commission (JIC), is now placing the responsibility on his commission to provide a lawyer for Hans Armstrong, a British national, to represent him in the ongoing investigation of Judge Roland Dahn of the 8th Judicial Circuit Court in Nimba County.
As it contends with ‘141 Complaints of Gross Impropriety, Irregularity
Months after one of the three Judges of the Commercial Court, Judge Richard Klah, was forwarded to the Legislature for impeachment over accusation of bribery, the Judiciary Inquiry Commission (JIC) has vowed to ensure a speedy Investigation of the 141 complaints of impropriety and irregularities against several judges that are pending before that committee.
The Judicial Inquiry Commission is an auxiliary established within the Judiciary Branch of Liberia, with the exclusive power and authority to receive and investigate complaints against judges of courts of record and of non-record in the Republic of Liberia for violation of any provision of the Judicial Canons.

It has taken almost four months since Chief Justice Francis Korkpor mandated the Judicial Inquiry Commission (JIC) to conduct an ethical inquiry into the circumstances surrounding accusation of Judge Roland Dahn and Stipennary Magistrate Victoria Duncan’s ‘unethical behavior’ in the over a million United States dollars theft case that involves the Senate Secretary Nanborlor Singbeh and several other individuals.
Judge Dahn currently serves as the Resident Judge of the 8th Judicial Circuit Court in Nimba County, while Magistrate Duncan presides over the Kakata Magisterial Court in Margibi County.
Both Magistrate Duncan and Judge Dahn were accused of holding secret conversations with one of the parties, the Senate Secretary, while the matters were still pending before their separate courts, the 8th Judicial Circuit Court in Nimba County and the Kakata Magisterial Court in Margibi County.
