It began last Sept. 17 when Powell was at least the fifth Census enumerator to visit the farm on Pinetown Road outside of Wellsville, the notes left by other workers indicating that the residents were not cooperative.
They weren t, according to Powell and testimony at a previous preliminary hearing. An altercation ensued and after Powell left, the residents called the state police. Later, after the trooper visited Powell to get a statement, she was charged with trespassing, criminal mischief and harassment.
Powell believed she had been charged for trying to do her job.
It is believed that only two Census workers had been charged with trespassing during the the 2020 count. The other, in Hawaii, had also been dismissed, the judge in that case admonishing the police for not knowing the law, which gives Census workers the right to enter properties to conduct the constitutionally mandated count.
