A group of California lawmakers announced a package of legislation today to bring necessary reforms and oversight to the Employment Development Department’s (EDD) unemployment insurance (UI) program. The bills would enact crucial oversight and consumer protection measures, ensure claimants get timely access to benefits, and address fraud.
Since the start of the pandemic, there have been widespread reports of the trouble at the EDD. Millions of Californians have struggled to access the unemployment benefits they are legally entitled to, leaving many vulnerable without income or recourse during a pandemic and recession. Despite mass fraud prevention account freezes that harmed thousands of legitimate UI claimants, EDD has still fallen prey to rampant unemployment fraud, most egregiously coming out of California prisons.

The state also placed the second-lowest in homeownership per capita. Now due to COVID-19, California can expect long-term budget deficits for the next few years. Yet despite all this, the state continues to subsidize wealthy homeowners through the mortgage interest deduction. By eliminating the mortgage interest deduction on vacation homes and reforming the mortgage interest deduction on primary homes to match federal law, we would free up about $500 million in California’s annual budget. It’s time to peel away a layer of one of the real estate industry’s most sacrosanct programs: the mortgage interest deduction.

In the past, San Francisco legislators have filled that role. John Burton and Mark Leno led all major Ellis Act reform campaigns over the past two decades. That’s why San Francisco tenant and housing groups are urging Assemblymember David Chiu to lead the fight this year. Chiu heads the Assembly Housing committee. His assembly district has the most Ellis Act evictions of any in the state.
