CITY OF SAN FERNANDO, Pampanga - The Police Regional Office-3 (PRO-3) has started issuing national police clearance to workers of licensed Philippine Offshore Gaming Operators (POGOs) in Central Luzon. PRO-3 chief Brig. Gen.
