A California cop who fatally shot a man last month was charged with manslaughter Wednesday for killing another man in 2018. Officer Andrew Hall of the Danville Police Department, just outside of San Francisco, shot Laudemer Arboleda nine times during a “slow-moving vehicle pursuit,” the Contra Costa District Attorney’s Office said, “without lawful excuse or justification.” Around 11 a.m. on .
