STATESBORO, Ga. In child welfare, it s supposed to be the state that helps abused and neglected children, but hundreds are abandoned to state custody each year simply because their parents don’t know what else to do.
Its been called trading custody for care and even a passport to services. April Bonaccorsi calls it disgusting.
