Brisbane Supreme Court Justice Elizabeth Wilson described his offending, which began in 2016 and lasted almost two years, as lengthy, widespread and serious and depraved .

A jury in the High Court in Christchurch found Tully guilty of killing Work and Income workers Peggy Noble and Leigh Cleveland on Monday September 1, 2014 and guilty of the attempted murder of Kim Adams. A man who gunned down two Work and Income staff members in mid-Canterbury has had an appeal against his conviction and sentence dismissed. Russell John Tully, 54, appeared in the Court of Appeal in Christchurch in October to fight his life sentence with a minimum non-parole period of 27 years, claiming he had medical conditions that affected his mental capacity. Tully became one of New Zealand’s most notorious killers after he entered the Ashburton Work and Income office on September 1, 2014, armed with a shotgun and wearing a balaclava.
