Today, the Mobile City Council will consider an agreement with the city of Semmes that halts Semmes' further annexations in Mobile's police jurisdiction for now.
A special election date is not yet set, and some logistical issues need to be resolved before Mobile adds more than 25,000 new residents propelling the city to No. 2 in population in Alabama.
