The International Bar Association’s Human Rights Institute (IBAHRI) commends the Republic of Kazakhstan for its ratification of the Second Optional Protocol to the International Covenant on Civil and Political Rights (ICCPR-OP2), aiming at the abolition of the death penalty without reservation.
