But pockets of heavier rain off to the west. Winchester is seeing some good down pours. And theres that snow through west virginia. Thats elevation driven. The higher you go, the colder it is, youll see snow there. Everywhere else, some good steady rainfall. You can see 2 to 3 inches of rain for some areas. And that could cause some flooding concerns. You can see crews working to pump this water out. Right now theres an emergency mitigation mode. Theyre allowing for a couple of dry days to allow this water to recede.
