The proposal released Wednesday invited nations to negotiate short-term fishery plans with her department, which would allow them to fish and sell their catch with DFO authorization this spring, on the condition that fishing is confined to the commercial season.

What began on Tuesday as a search-and-rescue mission on the water, as well as by ground and air, turned into an RCMP recovery mission 36 hours later. All efforts were suspended when a winter storm hit Nova Scotia on Thursday, and they resumed only briefly by helicopter the following day.
