The city of Annapolis is suing its housing authority and the federal agency that oversees it, alleging they are at fault in two civil complaints brought by public housing residents and their families.
A federal judge has ruled that two civil lawsuits may proceed after public housing residents sued the city of Annapolis and the city’s housing authority, claiming failures in inspection policies led to discrimination and negative health effects, and in one case the death of a resident.
In two near-identical motions filed by City Attorney Mike Lyles and Assistant City Attorney Joel Braithwaite on Friday in the U.S. District Court, they argued that the lawsuits a wrongful death claim and a class-action lawsuit, filed days apart in May should be dismissed because a consent decree agreed to by the city in a prior discrimination lawsuit protected the city from additional litigation.
