Tier 1 upgrades, noted as priorities in lieu of building an all new facility, include improvements to kennel plumbing drains, removal of chain link fencing and guillotine doors and replacing them with individual, stainless steel kennels, adding lighting to the aisles where potential adopters walk and to clean and paint the walls and ceilings of the facility.
In addition, the company is recommending expanding the shelter’s medical facility, which it found to be “absurdly undersized” and two outdoor yards for dogs in quarantine.
