President Duterte’s order to defer the implementation of the Child Safety in Motor Vehicles Act (Republic Act No. 11229) is a welcome news but this would require a new law to be enforced, House Deputy Speaker Rufus Rodriguez said on Thursday, February 11.

“It’s Congress that passed the law requiring child car seats, and it’s Congress that can suspend its implementation,” Rodriguez raised in a statement, even as he lauded Duterte’s decision to suspend the so-called child car seat law.
He also said that a joint resolution from the House or Representatives and the Senate will not suffice since the Supreme Court (SC) previously ruled that such piece of legislation cannot prevail over a law.
