Feb. 17—Stutsman County has filled two positions in the Emergency Management department, according to Jerry Bergquist, current Stutsman County emergency manager and 911 coordinator. Bergquist told the Stutsman County commission Tuesday that Andrew Kirking was hired as emergency manager and Riley Schafer as assistant emergency manager.
