Share Updated: 1:12 PM CDT Apr 23, 2021 A 38-year-old Kansas City, Missouri man has been arrested and charged with the death of a man in a wrong-way crash on I-35 earlier this month.The Johnson County, Kansas District Attorney s Office charged William Carter with second-degree murder and driving under the influence of alcohol in connection with the death of 34-year-old Andrew Hixson. Investigators said the vehicle Carter was driving crashed into Hixson s vehicle head-on. Hixson was pronounced dead at the scene. Carter was treated for serious injuries before being charged in this case.
