作为清洁无碳的二次能源，氢能在实现碳达峰、碳中和目标过程中发挥重要作用。全球氢能产业目前尚处于产业化起始阶段，我国制氢量占全球1/3，与美国、欧洲主要国家和日本形成多级竞争格局。我国“绿氢”前景广阔，有望实现快速赶超，在全球氢能产业竞争中抢占先机。近几年，美洲、欧洲、亚洲、大洋洲的主要经济体竞相出台氢能战略，特别是新冠肺炎疫情下，纷纷将氢能作为推动经济绿色复苏、应对气候变化的重要抓手。中国双碳目标的提出，以及2020年财政部等五部委关于燃料电池汽车示范应用政策的出台，进一步激发了国内氢能产业发展积极性。2020年底，我国氢燃料电池汽车保有量超过7000辆，建成加氢站128座，成为全球最大的燃料电池商用车生产国。目前，我国已基本形成“制-储-运-加-用”的完整产业链，各地产业布局加速。�
