The budget approach takes a different approach this year than weve seen in the past. This is portion of the department that falls outside the scope of our committee here. The administration has also requested robust fund frg the cleanup of Nuclear Waste left behind by our countrys cold war legacy. The budget request proposes deep cuts to research and development for energy and science. It also proposes to phaseout innovative programs that have had demonstrated success. I understand what drove this proposal, but im also concerned by certain parts of it. The United States is the world leader in science and energy. We like it that way. We want to keep it that way. And at the core of that is the work done at our National Labs and universities by the men and women who dedicate their careers to further science. Members

So we want to make sure we make as many adjustments as we can to as you say improve the rule while staying within the Legal Authority that we have. Theres a precedent for this. I think its in medicaid. For states that acted early in terms of increasing coverage under medicaid under the Affordable Care act they were put at a disadvantage. And i think we managed to fix that. You dont have a great track record here but if you look at the matts rule, that would result in the closure of 5 now megawatts 5,000 megawatts of power and now between 50,000 and 60,000 megawatts will be taken offline and that is a tentimes mistake here and the accumulation cant be overstated and there is concern about the reliability, if we look back into last winter and touring power station, first energy and others in my state some of the coal powered power plants that will be taken offline were running at near capacity to keep our homes warm and to keep our seniors warm.
