There are 50 heads of state gathered here in washington, trying to deal with the question of Nuclear Terrorism and how to secure the highly enriched. Lements around the world that is a nuclear reactors, that is in hospitals, universities, research centers. There is the possibility of dirty bombs, the possibility of terrorists getting a hold of this. That is a small part of the Nuclear Material out there. Most of the material is in the weapons programs.
