Theres not a single time you go out in a flooding event that youre completely comfortable with it. Were being put in situations that the average person is not normally put in. Bobby haynes knows that first hand. Hes one of 26 members of salems Swift Water Rescue Team. Weve had people with some close call situations enough that those people have come back and taught us the lessons that theyve learned and try to keep us safe. He says they have flood gauges throughout the area to keep track of the rising water. And train monthly on different swift water rescue techniques. This is a picture of what police say they saw friday night. 18 year old Kionte Deshaun Spencer walking along the area of electric and brambleton road. That red circle shows what appears to be a gun in his right hand. But chief howard hall revealed it was actually a bb pistol. Chief hall so you can see in this picture the weapon that our officers saw in the subjects hand and how it compares to the 9mm pistol chief hall says officers told spencer to put down the gun, but he did not. So an officer tried and failed to tase him, twice. Thats when spencer turned around, with the gun still in his hand.
