Local men who failed to appear in court arrested during traffic stop Both could face additional felony charges The Daily Jeffersonian A Cambridge man on the run for more than a year after failing to appear in court to face a felony drug charge was apprehended by Guernsey County sheriff s deputies Monday during a traffic stop in the city. Ben Allen Harper, 45, was indicted by a Guernsey County grand jury on one count of aggravated possession of drugs, a fifth-degree felony, on Nov. 26, 2019. A warrant for his arrest was issued on Jan. 7, 2020, after he failed to appear for an arraignment hearing in the Guernsey County Common Pleas Court.

The plaintiffs are represented by attorneys employed by Relman Colfax PLLC and the Prisoners’ Rights Project of the Legal Aid Society. The Release Aging People in Prison Campaign joins them as a plaintiff. The lawsuit alleges a “deliberate indifference” to the health and safety of inmates. It details a lack of testing, proper protective protocol and medical equipment. It says busing, meals and transfers are being conducted improperly.
