And the lawmaker response they say was lack luster. State help was limited because state emergency number is only available for fuel spills so instead of a widespread response, all of the work was left up to nonprofits like San Francisco bay keeper, and those nonprofits got stuck with the tab. If you add up all of the costs of all of the responders, it was up wards of 300,000.
