Belarusian President Alexander Lukashenko asked for security guarantees from Russia in the event of an attack, during a meeting with Russian Defense Minister Sergei Shoigu on 22 November. According to Lukashenko, Western countries have failed to fulfill the agreements on security guarantees that were given under the Budapest Memorandum in exchange for the withdrawal of nuclear weapons, and so Belarus now requires additional guarantees of its own security from Russia. Shoigu’s visit to Minsk was previously unannounced. Also discussed was the combat training of the joint Russian-Belarusian group of troops based in Belarus.
